The votes would be more meaningful if we knew which number you meant for "most universal" and which number for "least universal". Some polls use the lower number for agreement, some use the higher.

As Rusty commented, the link you give doesn't appear to show anything.

I personally don't have a useful opinion, since I've rarely left the US. I have heard from international travelers that there are many places, mostly outside of large cities, where English is useless as a means of communication.
