i was pulled over by police men
and
i got pulled over by police men

There's no real difference in meaning. Both sentences express exactly the same fact.
This is one of the situations where the get passive is commonly used. This construction is quite often used when the speaker has strong, usually negative, feelings about the situation. It is also used with "strong" verbs to emphasize the action or process that was involved. This sentence fits both of those criteria.
In contrast, think of a sentence like, "The wrinkled sheets tell me this bed was slept in last nignt." You are not emphasizing a process or action; there is no expression of disapproval. Here, it would not be natural to substitute got for was.
