Here are sentences
1. Politifact.com falsely claimed McCain opposed 2001 Bush tax cuts because they should be "balanced by spending cuts."
2. Social charter discussion should be balanced by prudential responsibility.
3. The damage by insecticides to birds and other animals that has been emphasized should be balanced by consideration of many thousands of human lives that has been saved by insecticides, especially in view of the newer insecticides that doesn't cause damage to environment as did early ones.
It's so complicated. Can please specify the meaning of each "balance" here?
