Q1: Is the above sentence grammatically correct?
Q2: Should it be "... link teacher's pay to student's test performance."
Q3: Could it be compound noun-teacher pay ,student test performance?

1- It sounds fine to me.

2- This is also possible.

3- I'd say that they are simple nouns with other nouns being used as attributive modifiers.
