1. He is late again, as is [usual, often/usually the case] (with him). [Ok.]
2. He wasn't [at (the) table, at the office, at work], as is often the case (with him). [Ok. I think "office" requires "the".]
3. As is often the case with [youngsters, young people, the young], he likes pop music. [Ok.]
4. As is often the case with/in/for big families, they used to be handed down (their) elder's clothing. or They used to wear their elder's hand-me-downs. [I don't think the word "elders" works here. One's "elders" are usually of a previous generation. Say "older/elder brothers' and sisters'" or "older/elder siblings'". Note how to form the possessive of a plural noun that ends in "s".]
5. As is usual in astronomy, the old terminology survives in modern usage in sometimes confusing ways. [Ok.]
6. The rainy season is [ending, drawing to an end], as is usual at this time of year. [Ok.]
7. As is usual at summer's end, jobless rate is going up. [Ok.]
