(A) I remember having said that to you before the accident happened.
(B) I remember saying that to you before the accident happened.

Is there any difference between the above two sentences semantically?

Yes, a slight one, the first stresses the act being completed, as in:

I remember I had said that to you before the accident happened.

while the 2nd focuses on what happened during the time of the saying.

I remember doing that.
