Does " to recognize" mean " to make, or to meet" in the sentence?

It's basically any of the following, but mainly 4b:

To make new friends requires a bit of effort, say going out of your way to be agreeable, involved, friendly, and interacting with others (that you may already know) in ways that would be pleasant, thereby causing them to want to be your friends.
To meet new friends requires going to places where you can run into people you haven't known before, and introducing yourself to people who might become friends.

Marius is right.
When you recognize someone you must already know them from earlier because (and this is the point) they have to look like the person you know them to be. Why? Because you can't recognize a stranger.
Recognition sounds something like these: Oh, hey, Bob. I thought that was you. What brings you here?
Charlotte, is that you? You're looking good.
Well, look, here comes Stan. Hi, Stan, remember us?
