Does it mean she is the one who gets the work done ?

or she asks someone to finish the work for her?

Both. You must be specific:

She has to get the work done alone.
She has to get the work done by others.

Examples in published books with each of them:

47 on "get it done alone"

The responsibility is hers, true enough, but the sentence does not tell us how she will accomplish it. That's too much to ask of this simple phrase.

I believe most of us would imagine her doing it by herself if we didn't have more information.
