A choice goes like:
He is not the kind of man (who/that) goes back on his word.
which one is the proper choice?

Both correct, but as shown by the New York Times:
2,330 from nytimes.com for "kind of man who"

the 1st is very much preferred, talking about a person. The 2nd sounds to me a bit impersonal.
