Yes, in the correct context.
I support you = I agree with your opinion/statement and encourage you.
There are other definitions for support where you can't substitute second.
Example: You stand on that stool and change the light bulb and I'll support second you. While my brother is out of work I'll support second his family.

In parliamentary procedure (http://en.wikipedia.org/wiki/Parliamentary_procedure), one puts a measure forth for consideration by the assembly by moving, that is, reading aloud the measure to be considered, or distributing a written copy. This act is called a motion. For the motion to be considered, it must be done twice--this reduces frivolous motions. So another member of the assembly moves, or puts forth the motion a second time. This is done simply by saying, I second the motion. Thereby a second becomes a show of support.

In this way, the word second has come into limited use to mean support.
