Should I use the word (counselor/chancellor) in the following sentence please?

The Egyptian programme to improve environmental conditions, particulary in regard to sewage disposal and drinking water utilities, ranks among the best in the world, said Giza Governor, Counsellor /Chancellor Maher Al-Guindi.

Use the words used in the local English-language press. What was exactly he doing in that position, before being the governor of Ginza (is that a province or a city?)?

Giza is a district.
I thought the word (Chancellor) is the correct word because its meaning in the dictionary is (a person in a position of the highest or high rank, especially in a government or university) whereas the word counselor means:
(someone who is trained to listen to people and give them advice about their problems:
The college now has a counsellor to help students with both personal and work problems.
a marriage-guidance counsellor

First, is he still in both government and university?

There are many names for the highest ranks in a government of a province/district.

Could you be looking for "councilor"?

If not, counsellor/counselor has also the meaning of "a lawyer who pleads cases in court".

The word you are looking for is governor. Maher Al-Guindi is the former governor of Giza. Have you done the research? Did you learn that the former governor who had made political enemies is now a respected ecologist and water purification expert?

So, you should use "Council", but note that he is now "ex-Governor".

Council and councilor refer principally to a deliberative assembly (such as a city council or student council), its work, and its membership.
