"Far below, swathed in mist , was the shadow of a small town"

It's from the Harry Potter book.

He was walking along a mountain road in the cool blue light of dawn. Far below, swathed in mist, was the shadow of a small town.



1. There was the shadow of a small town below swathed in mist.
or
2. There was the shadow of a small town which was wathed in mist, below something.


what is the correct meaning?

can you write down the normal word order with that setence?

The shadow, swathed in mist, of a small town, was far below their current location.

Was the shadow swathed in mist, or was the shadow-effect caused by the swathing mist?

Far below, swathed in mist, was the shadow of a small town.
Out of context, this appears, to me, to mean:
Far below, swathed in mist, was a faint outline of a small town.
