Where are the dead?

I saw the above sentence in a grammar text book. I noticed that the subject-verb agreement was kind of wrong. It's supposed to be: Where is the dead? Please advise if I'm correct.

No, it's correct, it's the same for the plural.

they = the dead

That is correct. It's used for both: singular and plural.
