1.Which is a simile?
- He whispered like he was watched by his parents
- He whispered like the southern wind

#2 is in the form of a proper simile, yet it is a very difficult image to evoke.
A simile has the form A is like B, where A and B are normally unalike until brought together in the simile.
When you ask us to compare a whisper to the Southern wind, we must find an unexpected but valid point of comparison. What are those characteristics of the Southern wind that I would recognize in his whisper (other than moving air, which is expected)?

Thank you both of you. I still do not know why the first sentence is not a simile. There is the word" like" in it.

"Like" means "as if" there.
