what is called a plural noun without S?
for example "people"

In my experience, I do not know a special word for plurals that are not formed by adding s. Plurals of this sort are generally known simply as irregular plurals.
Some plurals that change a vowel or two from their singular spelling are called ablaut plurals. Some words (people) that do not have a singular are known by linguists as suppletive plurals because the often supply a missing plural for a singular word (person).
