'Do as I say' maybe happend when you oder to some one
'As I do' maybe happend when you suggest to some one let's do like my way

It means that you contradict your statements by doing something other.
I say to you "Don't smoke, coz it can kill you", then I go and smoke a cigarette. You say "Hey, you told me not to smoke!". I say "Do as I say, not as I do".
