or
2.Jane is one of the students who speaks English well.
I think the answer is 1.
May I have your confirmation?

Both are OK, depending on your meaning.
1.Jane is one of the (group of) students who speak English well.

2.Jane, who speaks English well, is one of the students.

For 2, I'd use only Rusty's version.
