Please explain whether I should capitalize course's name or not ?

She is planning to take the pharmacy technician course/ [the] Pharmacy Technician Course.

Used as a descriptive way of identifying the course, there is nothing wrong with using lower case. If this is the official name of a course as quoted in the university's literature, you can capitalize it as a proper noun. I would use "the" in either case.
