Hi Everybody,
Please explain why "deemed" and why not "deem."

1)Who is a world health organization, therefore, this organization's view about this research should be deem valuable. {incorrect}

2)Who is a world health organization, therefore, this organization's view about this research should be deemed valuable. {correct}

My questions are:
1)Here "deemed" is used as a adjective or verb.
1)If it is verb, it should be in base form. "should be" is in the past form.
3) if this structure is passive voice then we can use passive voice only with be, am, is, are,was ,were,being or been. But here is should.

Please explain .

-- Indeed, the use is passive. As you say, the passive voice uses a form of the verb "be" + past-participle. That explains why you use the past participle "deemed". Your mistake is in limiting the forms of the verb "be" that can be used to form the passive voice. In addition to the ones you listed, forms using a modal auxiliary plus "be" can be used to form a passive; here the example was "should be deemed", where "should be" is a modal form of "be", which is used with the past participle "deemed" to form the passive.
