1) Eve had to pay 5 dollars because she wrote/has written a bad check. She should have deposited her money before she wrote/has written a check.
Q) Which one is correct 'wrote' or 'has written' and why.
2) I will make sure that you study/will study hard.
Q) In the above sentence what is the difference between using study from will study.
3) George would have gone to chicago if he had/hadhad time.
Q) Which one is correct, using past or past perfect in the above sentence

-- "Wrote" is most likely what you mean. You I assume that you mean that she wrote one particular bad check (a single completed action), and as a penalty for that, she has to pay this penalty.
-- If you use "has written" (which I don't think is what you mean), you bring to mind a situation where for some reason, all people who have ever in their lives written a bad check now must pay a fine of $5.
2) I will make sure that you study/will study hard.
Q) In the above sentence what is the difference between using study from will study.
-- " ... that you study hard" is much more natural. That is the ordinary tense for this sort of dependent clause. If you use "will", you are not using it in the sense of simple future, but rather are using "will" as a modal to mean that the person will be determined to study hard.
3) George would have gone to Chicago if he <strike>had</strike>/had had time.
Q) Which one is correct, using past or past perfect in the above sentence
-- Use past perfect. This is a classic conditional sentence form where the condition is something contrary to fact (unreal) in the past.
-- (You would use "had" to talk about a present "unreal" condition):
