We have quite a few, so can we use quite few,quite a little,quite little likewise?

What's the meaning of this time around?

Is there any difference between can't we.... and can we not....,as in:
Can't we talk about it?
Can we not talk about it?
( I think they sound different)

(These are different.
Quite a few = several. Use this with count nouns.
Quite few = not many; few. Use with count nouns.
Quite a little = more than a little. Use with non-count nouns.
Quite little = a small amount. Use with non-count nouns).

What's the meaning of this time around? (The assumption is that things happen in cycles, or repeatedly).

Is there any difference between can't we.... and can we not....,as in:
1. Can't we talk about it?
2. Can we not talk about it? (Both are correct and mean the same. 1. is perhaps more common).
