has adverse effects or not?

This society has not been marked as (...verb...)adverse effects on value as may otherwise have been the case.
(This is how I understand the sentence).
This society has not been defined/characterized as HAVING /HAVING HAD adverse/negative/detrimental/unfavorable effects on value/quality/worth/virtue. The opposite case/situation may have happened/occurred).
