Dear Teacher,

I am confused in considering the followings as a verb, adjective, or any other forms which I have not discovered before.

Allowed
Happened
Supposed

Example:
a) The garage allowed me $500 on my old car.
b) Passengers are allowed to smoke.

Can I change the above to the followings:-
a) The garage allows me $500 on my old car.
b) Passengers are allow to smoke.

Any verb followed by IS, ARE, WERE, WAS must contain an ED at the end. Without the IS, ARE, WERE, WAS, the verb with ED at the end means the action in the past. Any verb precede a noun is considered an adjective, and must contain an ED at the end.

To answer your question, no you can't change the orginal to the modified example.
