I will have to describe the scene before making my question.
Steve and Clare have just broken up a long relationship. Now Steve is with some friends at a party intended to celebrate their graduation. The graduation of them all: Steve, Clare and the friends that are now with Steve. Clare is not at the party.
One of Steve's friends says: "I can't believe Clare is missing everything."
To which Steve replies: "Yeah, the line forms to the left".
And then they change the subject.

Now the question: will you please tell me what you think about the expression "the line forms to the left"?

(I see several quotes on websites. The meaning seems to be "there is a waiting line." I expect, in the conversation above, Steve means there is a long line of people who are surprised (or have questions).
