Hi,
Please check my thoughts.
1. We all saw him [break, breaking] the window. ['Breaking' is awkward, isn't it?]
2. He was seen [to break, breaking] the window. ['To break' is very awkward, isn't it?]

1. We all saw him [break, breaking] the window. ['Breaking' is awkward, isn't it?] (Breaking is OK. Both are OK).
2. He was seen [to break, breaking] the window. ['To break' is very awkward, isn't it?] (I think "to break" is incorrect. At least, I don't get any sense out of it. A similar sentence that does make sense is: He was known to break windows. That is, everybody knew that he broke windows occasionally/frequently).
