please explain what is "In its simplest form" referring to? And what does it mean?

"In its simplest form" means, basically, essentially. The sentence itself is not written in its simplest form, it is complex. It is referring to accomodation and catering services. It says that they come under the household services department. Then the sentence goes on to explain the composition of the services.
