Does this mean "I'll be at work" or "I'll be on the way to work"?

There can be two meanings for "gone to work."
1) be enroute.
2) have started working.
I think the sentence above is most likely to be 1).
An example of 2) is:
When I checked at his workstation I found that he had already gone to work on the assignment.
