Which of the following does this sentence mean?

a) we'll have a little celebration in the place where Tokyo used to exist.
b) we'll have a little celebration to the effect that Tokyo no longer exists.

I suppose this is a quote from science fiction. Sentence a) makes sense.
I can't get any meaning from b).
