I don't know "stamped paper" in this case.
What does it mean?

I have to admit, I'm not certain. Some countries have a form of tax called "stamp duties". In order for some types of official documents to be valid, you must buy stamps of a prescribed value and apply them to the document. This may refer to something like that.
Maybe some of the forum participants are familiar with this and can verify it. The context is:
