Can 1 mean that the machine had been put together well and was a well-put-together machine at the time?

Can 2 mean that the machine got put together well at the time?

I think that the difference is that 1. emphasizes the workmanship; 2. emphasizes the result. That is, they did a good job; the machine is a good one/well made/well constructed.
