The American Heritage dictionary definition at:

defines "Johnny come lately" as "A newcomer or latecomer, especially a recent adherent to a cause or trend." The phrase is informal. It applies to both males and females. It is often used in a negative way, maybe to imply that the person would understand certain issues better if he/she had been involved longer.
