Dear Teacher,
1) It’s $ 600-630, which represents an $ 80-90 month to month decrease.
- I don’t understand the meaning of “ represents” and “ month to month” in this sentence. Please help me explain them.
2) As payment instruments were not in place.
- What does this sentence mean?

In this sentence you can substitute means/signifies/indicates for represents.
For month to month, substitute monthly/per month.
2) As payment instruments were not in place.
- What does this sentence mean?
This probably means that the paperwork/computer program was not ready to receive payments. For example, loan payments, ******** payments, insurance payments, etc.
