I don't understand what "as to" means in the sentence and what kind of its word Please help me.

" As a result of having a choice as to if and when to bear children, women acquired the freedom and the time to pursue interests outside the home."

The phrase "as to" means "about".
The "Advanced Learner's Dictionary at

puts "as to" in the formal category. I don't think you commonly hear it in everyday casual conversation.
