As used here, the word "writ" is an archaic form of the past participle of "write", now usually the word "written". As a participle, "writ" has survived in a few related relatively rare idioms like:
- "writ large" = (literally) written in especially large letters.
This idiom is most often, however, used figuratively, with the idea being that something "writ large" is supposed to be easily recognized and understood.

In contrast, our term, "writ small" has the figurative meaning of something designed not to be recognized for what it is. In this case (and I personally do not agree with the sense of the original statement), the writer says that the idea of "political correctness" is communist propaganda but that it is stated in such a way that it will not be recognized as such.
