Can 1 be used instead of 1a and 2 instead of 2a?

No, sentence (1) and (2) are incorrect and should be corrected to:-
1-This coat is to be worn in autumn.
2-These papers are to be corrected.

Other similar examples:-

a) This money is to be spent in an emergency.
b) These new regulations are to be enforced.
