Hello Teacher,
1. Europe will be a real community when all the members agree with the Eurppean Constitution.

2. The young will take over as soon as they go through all the obstacles.

3. As soon as I have a portfolio, I will put all my documents in it.
a portfolio as a case carrying papers, is it?
Can I write:
As soon as I have a portfolio, I will let my brother handles it.
a portfolio as a set of investments

4. The moment the poet gets his own way, he has full of good idea.
get his own way = reaching the point at which he feels/knows, is it?

2. The young will take over as soon as they go through all the obstacles. [I think this is OK. I more often think of, "… overcome all the obstacles."

3. As soon as I have a portfolio, I will put all my documents in it.
a portfolio as a case carrying papers, is it? [OK.]
Can I write:
As soon as I have a portfolio, I will let my brother handles handle it.
a portfolio as a set of investments [OK as corrected. However, it would be more precise to say, "… manage it."]

4. The moment the poet gets his own way, he has is full of good idea ideas.
get his own way = reaching the point at which he feels/knows, is it? [No, this doesn't sound right. "Gets his own way" means "is allowed to do what he wants to do." The definition you give might be for the phrase, "knows what he is doing", but even that doesn't seem to fit, because almost never is there a single, well defined point in time when something like that occurs.
