Dear teacher,
Is there any difference between education reform and educational reform, education centre and educational centre, etc?
Thanks.

In the 2 cases you quote, I think they mean the same. At least, I can't think of reasonable different interpretations of the 2 sentences. I probably would personally use the attributive noun, "education", in them.
In some cases, there is a difference:
An education class - a class on the subject of education, maybe how to teach English.
An educational class - a class that educates, one where the students not only learn important and useful information, but also why those facts are important and how to think about and apply them; the subject may be anything, say history or chemistry. (Don't we wish all classes were educational in this sense? A class where one simply memorizes many facts to quote on a test probably would not be called "educational".)
