rag-eyed gonk & back of a long queue

hello!
I watched an English TV-show from Manchester where they speak in a way which is sometimes difficult to understand.

I have problems in finding the mening of "rag-eyed".
Does anyone know what this insult means?

The other question is "Back of a long queue, action man."
One guy says this to another one, when the guy has told him that he wants to take his neck out (by the way, take to neck out - to break one's neck???)

petraWell, I'm only a slight help here. The only one of your idioms I can help with is "Back of a long queue." In this conversation, it's short for,
- You are at the back of a long queue.

It means,
- There are a lot of other people lined up ahead of you who want to do the same thing.

The person is saying that he is accustomed to having people react that way to him.

I can't figure out "rag eyed" (the person wasn't wearing an eye patch was he?) I'd guess you are correct that to take one's neck out is to break it or wring it, but I haven't heard the phrase before.
