Both Fairly and Badly are adverbs

The sentence is correct just like, "I know I have treated you very badly." ( both "very" and "badly" are also adverbs)

FYI, In English grammar, an "adverb" can modify the meaning of a verb, an adjective or other adverb.

Yes sentences do work this way. Adverbs are often used to modify other adverbs. Adverbs make your writing more precise and more interesting!

Here are some examples of adverbs modifying adverbs:

She played the violin extremely well.
You're speaking too quietly.
He hit the ball excessively hard.
She writes quite quickly.
