Are these sentences correct:
1-The decision was taken in order to make people feel secure.
2-The decision was taken to make people feel secure.
Isn't 2 ambiguous?
The two possible meanings:
2a-The decision (about which we have been talking) was taken so that people would feel secure.
2b-The decision to make people feel secure was taken .

1-The decision was taken in order to make people feel secure.
2-The decision was taken to make people feel secure.
Both sentences are correct and mean the exactly same without any form of ambiguity in the second sentence.

2a-The decision (about which we have been talking) was taken so that people would feel secure.
2b-The decision to make people feel secure was taken .Yes, but the ambiguity is of little practical consequence in most cases.
The decision was taken that we should make people more secure.
The decision was taken in order to make people more secure.If you feel that the ambiguity would be a problem in your situation, then you should rephrase the sentence. As a reporter, lawyer, student writing a thesis, or other writer of a critically reviewed work, you are in this situation.
P.S.--It would be possible to say that the decision was taken to make people more secure to make people more secure, wouldn't it? :)
