Which is correct in the following please?
1.Communicating the message, intention, and signs (is/are) very important.
2.One in ten (do/does) drugs.
3.The committee (is/are) going to consider increasing the dues.
4.The majority (is/are) going to vote against him.:confused:

Number 3 is especially confusing for me because I just can't decide whether this collective noun is performing the action as individuals or a whole group.

Number 3 is especially confusing for me because I just can't decide whether this collective noun is performing the action as individuals or a whole group. 1.Communicating the message, intention, and signs is very important. Why: communicating is the subject--it is singular.
2.One in ten does drugs. Why: one is the subject--it is singular.
3.The committee is going to consider increasing the dues. Why: I consider the committee to act as a unit, probably because I speak American. If I spoke British, I might feel the opposite.
4.The majority are going to vote against him. Why: In this case I view the majority as a set of individuals.
