I could be more certain of my answer if you told us where you have heard this phrase and used it in a sentence. A Google search shows that "axis of orientation" is used in many different fields. Basically, an axis is a line that identifies a particular location and direction. Orientation also has to with direction.
For one use, consider the process of using a magnetic compass to orient yourself, that is, to face a particular direction. By an arbitrary convention, you can think of the line running north from you as the axis of orientation. You then define all other directions by their relation to that axis. For instance, if you want to face east, you turn yourself 90 degrees to the right from the axis of orientation. __________________
