Are the sentences correct and are "respected" and "seen" still actual at present?

John is an officer respected by all his co-workers.
John lives in a house seen from any point of the village.

The first is definitely fine. Yes, John is respected at present.

The second is grammatically fine, and "seen" would be taken to mean at present. However, that use of "seen" doesn't sound quite right to me. While I'm not certain that it is wrong, I'd say one of the following instead:
- John lives in a house visible from any point of the village.

- John lives in a house that can be seen from any point of the village.

Taking into account your answer, I would suppose that
"the house is seen from any point of the village."
sounds akward but
"the target is seen clear, I am ready to attack"
sounds natural. Am I right?

"The target is visible," or, "I can see the target," both sound better. "See" is just not very productive in the passive except when its subject is a person; e.g. "Michael was seen," or, "If I'm seen, I'll be shot."

Maybe you are a good person but your English is suspective yet.
"The target is seen clear" can tell us about meteorological conditions, but "I can see the target" - about the state of the speaker.
The statement "If I'm seen, I'll be shot." looks awkward - maybe that person who sees you (right in the moment) will make a bad shoot and you will not be shot (wounded) but maybe he is a skill sniper and you will be killed...

JRiddy please understand that putting questions I whould like not to learn an opinion of a junior member, but to get a clear knowledge from teachers who I trust to by all 100%...

I'm a native speaker; I'm just trying to help. I teach English-as-a-second-language (ESL) classes to foreign exchange students, so my "junior member" status merely reflects the fact that I joined this forum rather recently. As a student of several other languages (German, Spanish, Hebrew, and Greek), I understand that it can be quite difficult to develop natural, idiomatic fluency in another tongue. Accordingly, my goal here is to help others develop natural and idiomatic English.

"The target is seen clear(ly)," may be technically correct, but to the ears of a native speaker of American English (like me), it sounds akward and contrived.

To be honest, the military uses its own way of speaking. In the US military usage, one would usually say, "I have visual." (idiom)
