This is from BBC news about "the bugbear virus."

It even opens a back door into your PC, allowing hackers access to your personal files.

Is this sentence correct? If not, which sentence is more appropriate?

(1)...allowing hackers to access your personal files.
(2)...allowing hackers' access to your personal files.

The sentence is correct. It can be rephrased as allowing access for hackers. Your two phrases are also possible alternatives, since access is both a noun and a verb.

"hackers access" is made up of NOUN("hackers") and NOUN("access"). Is this correct?

Yes-- and they are both objects of the ditransitive verb, allow.
