Which is correct:
1-How can we have access downstairs?
2-How can we have access to downstairs?
3-How can we have access to the downstairs?

It depends.
If you're trying to ask how you may come to the downstairs level, you should say, "How can we get downstairs?"
If you're trying to ask how you can get access (with a key, keycard, or passcode), you should say, "How can we get access to the lower level?"

1-How can we have access downstairs?
2-How can we have access to downstairs?
3-How can we have access to the downstairs? I think what Navi is asking is which to use: downstairs, to downstairs, or to the downstairs. I think they can all be used and they have the same meaning. As JRiddy says, "get" is a very natural verb in this context. You might also say, "gain access to/to the."
