the first one between 15-25 the 15 and 25 is not included,but from 15-25 both numbers are included.

that how i know it,

This is a case where even if you are technically correct with your use, many people use these terms informally in different ways, so you may well be misunderstood if you need to be precise.

When you mean to include both end numbers, use the word "through":
- There are ten numbers in the range 16 through 25.

We also make the intended meanings explicit by adding the words exclusive and inclusive:
- There are 11 numbers between 15 and 25 (or: from 15 to 25), inclusive.
- There are 9 numbers between 15 and 25, exclusive.
