Which is correct "all" or "the whole"?
There was nothing else he could do. That was all/ the whole.
I think that it should be written like this:-
"There was nothing else he could do. That was all there is to it."

That was all. (OK).
That was the whole. (No).
I think that it should be written like this:-
"There was nothing else he could do. That was all there is to it." That was all there is to it. (No).
That was all there was to it. (OK).
