The passages goes like this:

First, the PRC claims sovereigny over Taiwan, based on legal and historical grounds. The US merely acknowledges the fact that Taiwan is claimed to be part of CHina. The US has never accepted the PRC's sovereignty claim.....

According to the passage is the statement below correct?

Statement 1.
The US doesn't eye to eye with China about Taiwan's status even if it accepts the fact that Taiwan is part of China.

Then what about this statement?

Statement 2
The US doesn't see eye to eye with China about Taiwan's status even if it acknowledges the claim that Taiwan is part of China.

At first I thought the statement 1 is wrong. I thought that US only recognizes the fact (or gets the news )that PRC think that Taiwan is their land.
But my friend think the statement 1 is correct. He thinks US think Taiwan is China's land but US just doesn't accept the China's sovereigny over Taiwan.

This is really confusing.
Please, help me to sort this out.

Based on the passage, I would say that Statement 1 is not true.

The passage clearly states that the U.S. has never accepted the claim of sovereignty and does not see it as a 'fact'. So, as far as I can see, Statement 1 contradicts the passage, by saying the sovereignty is a 'fact' in the eyes of the U.S and that there is acceptance on the part of the U.S.

Statement 2 is a more accurate reflection of what was stated in the passage. It notes that the U.S. acknowledges (but does not accept) a claim even if the two countries do not agree.
