Hello,
Could anybody tell me what the phrase "see into" means in this sentence?

"The outbreak of the Second Sino-Japanese War in 1937 saw aid flow into the Republic of China from the United Sates."

"See" and "into" are not connected in this case.

"Saw" means that this flow of aid could be observed or seen.

"Into" means where the flow went.
