For people, use who.
1) My brother who is older than me is very sensual.
2) My brother, who is older than me, is very sensual.
The meaning changes if you use commas.
1) I have more than one brother. I am speaking about the one who is older than me.
2) I am talking about my brother, and by the way, he is older than me.
